At first it seemed pretty stupid and still does. To bring people here (citizens or not) infected with a disease that has "never been on this continent". And was puzzled why this might be being done. Then it hit me, its the cover story for in case any of the people coming in from countries near or that have the ebola start an outbreak here . police state pandemic marshal law federalization.
